The award was instituted by Decree No. 44 of the Presidium of the Small Khural on 16 August 1940, specifically for Mongolian and Soviet commanders, soldiers and other personnel who had taken part in the Khalkhin Gol campaign. Originally established as the Khalkhin Gol Victory Badge, it was elevated to the formal status of a medal by Decree No. 181 of 29 December 1966 without abandoning the celebrated original design. This example is the important second production variation, struck in 1946 at the Krasnokamsk branch of the Leningrad Mint in a documented production of only approximately 5,500 pieces.\u003c\/p\u003e\n\u003cp\u003eThe design is one of the great classics of early Mongolian military faleristics: a Mongolian cavalryman charges forward with saber extended, his horse shown at full gallop above the multicolored Khalkhin Gol landscape, while the large flowing red enamel banner carries “AVGUST 1939” and the lower ribbon reads “HALHINGOL.” Variation II is distinguished from the scarce pre-war Variation I by its flat reverse construction; it was produced in silvered brass with rich multicolor enamel and fitted with a screwpost attachment. The original screw plate on this example is correctly marked “Mint,” an important feature of the 1946 Soviet-mint issue. The enamel remains particularly attractive, with strong sky-blue, crimson, green and ochre fields, while the reverse retains honest period wear and surviving silvered finish.\u003c\/p\u003e\n\u003cp\u003eFor an advanced collection, the importance of this award goes far beyond its striking design. It is a campaign award directly connected with the men who fought at Khalkhin Gol, rather than a later anniversary commemorative, and the 1946 Var II represents one of the principal early official issues distributed to surviving veterans. Its manufacture at the wartime Leningrad Mint, gives the piece an additional Soviet minting history rarely encountered in Mongolian awards.
