An original 1996 FAPSI 5th Anniversary lapel badge, commemorating the first five years of Russia’s Federal Agency of Government Communications and Information. FAPSI was created on 24 December 1991 during the reorganization of the Soviet security apparatus, inheriting key government-communications, cryptographic-security and signals-intelligence functions formerly associated with the KGB’s specialized communications and electronic-intelligence structures. Its responsibilities included secure communications for Russia’s highest state authorities, protection of classified communications and cryptographic systems, foreign electronic intelligence, and the delivery of specialized intelligence information to senior government bodies. The 1991–1996 dates therefore mark the formative first five years of one of the most technically important intelligence and state-security organizations of post-Soviet Russia.

Unlike a formal service medal, this was an institutional anniversary insignia associated with the FAPSI service community, commemorating the agency itself rather than a particular length of individual service. FAPSI existed for only a little over eleven years before its abolition in 2003, after which its principal functions were redistributed into Russia’s special communications and security structures. That short institutional lifespan gives early FAPSI material particular interest to collectors of KGB-successor organizations, Russian signals intelligence, cryptography, government communications and post-Soviet security-service insignia, with the 1996 issue representing the agency at a very early stage in its history.

https://khanmilitaria.com/products/1996-russian-fapsi-signals-intelligence-5th-anniversary-lapel-badge-original-issue
