Designed in the traditional sword-and-shield format, it bears the double-headed eagle of the Russian Federation over the national tricolor, with the years 1991–2001 commemorating a decade of operations. Produced in limited numbers and awarded only to agency personnel, this badge was never intended for public distribution.
