An original delegate badge of the XXI Congress of the Mongolian People’s Revolutionary Party, convened in Ulaanbaatar in late February 1992 at one of the most important turning points in the party’s history. The congress opened only two weeks after Mongolia’s new democratic Constitution entered into force and the former Mongolian People’s Republic formally became simply Mongolia. More importantly for the history of the MPRP itself, the XXI Congress adopted a new party program that defined the organization as a national democratic political party, completing its break with the Marxist-Leninist and explicitly socialist ideological framework of the one-party era. The congress elected a 147-member Central Committee under chairman B. Dash-Yondon, positioning the former ruling communist party for Mongolia’s first parliamentary election under the new constitutional order later that year. This makes XXI Congress material fundamentally different from the socialist congress badges that precede it: it belongs to the moment when the MPRP was transforming itself from the governing party of the old state into a competitor in a multiparty democracy.

The badge is equally distinctive visually, abandoning much of the rigid Soviet-derived congress imagery of the 1970s and 1980s in favor of a strongly Mongolian composition. A broad red-enamel banner carries the party name in traditional vertical Mongolian script, with the Roman numeral XXI beneath a five-pointed star incorporating the traditional arga-bileg, a motif with much earlier roots in Mongolian revolutionary-party symbolism. A raised ear of grain sweeps around the lower and left edge, while the gilt-toned lettering, borders and relief stand sharply against the deep translucent red field. The reverse is plain, silver-toned metal with safety-pin fastening, small area of enamel loss of right and left side of the red banner & also star, light age expected of a period delegate piece.

For a specialist collection, the significance of the XXI badge lies precisely in this transitional character. The XIX Congress of 1986 belonged fully to socialist Mongolia; the XX Congress of 1991 was still negotiating the party’s ideological survival after the democratic revolution; by the XXI Congress of 1992 the constitutional order had changed and the MPRP had formally recast its political identity. Even the badge’s return to traditional Mongolian lettering and indigenous symbolism visually separates it from the late socialist issues that came before. Original congress delegate insignia from this brief 1990–1992 transformation period are particularly compelling pieces of modern Mongolian political history, and this is a strong, rarely encountered example marking the MPRP’s passage from the communist era into democratic Mongolia.
