Russian FAPSI Signals Intelligence “Honored Employee” Badge – Moscow Mint, Rare Official Issue

Original Item – Only One Available. A scarce original “Honored Employee of FAPSI” breast badge, one of the senior departmental distinctions of Russia’s former Federal Agency for Government Communications and Information. The badge was formally established on 18 February 1997 for personnel who had normally completed at least ten years of exemplary service in FAPSI or its predecessor organizations and had distinguished themselves through operational or technical work, research and development, specialist training, or successful execution of agency assignments. FAPSI itself was created in December 1991 and occupied one of the most technically sensitive sectors of the Russian security system, encompassing secure government communications, cryptographic services, information security and radio-intelligence functions. It ceased to exist in 2003, when its responsibilities were divided among the FSB, SVR and the special-communications structure associated with the FSO. 

This example is the particularly desirable type. Its construction centers on a silver-toned armored shield set over a large gilt radiating star, surmounted by the Russian tricolor and carrying the red-enamel inscription “Honored Employee of FAPSI.” At center is the winged communications emblem with red star and radiating signal motifs, an unmistakable expression of FAPSI’s technical-security mission. The reverse retains its original screw fastening and, importantly, bears the Moscow Mint maker’s mark, a strong manufacturing feature for the specialist collector. 

For collectors of Russian intelligence and state-security material, this is one of the more important FAPSI badges to obtain: it combines a high-level earned distinction, the agency’s short 1991–2003 institutional life and identifiable Moscow Mint production. Its historical appeal extends across several collecting fields, government communications, cryptography, signals intelligence and the post-KGB reorganization of Russia’s technical security services. A particularly strong original example for an advanced collection of FAPSI, FSB/SVR predecessor-service awards, Russian communications-intelligence insignia, or post-Soviet state-security decorations.
