A rare large-format Federal Security Service of the Russian Federation (FSB) desk plaque emblem, manufactured in Moscow by the historic Pobeda factory and executed in the full official heraldic design of Russia’s principal domestic security and counterintelligence service. The FSB was established in its present institutional form in 1995, while its distinctive heraldic emblem was formally instituted by Presidential Decree No. 1513 of 13 November 1999. The design deliberately combines the shield and downward-pointing sword traditionally associated with Russian state security with the crowned double-headed eagle of the Russian Federation, creating the visual identity used throughout the modern FSB. Unlike ordinary wearable service badges, this is the imposing large display form intended for presentation, office or institutional mounting, a substantially scarcer class of FSB insignia than standard breast and anniversary badges.

Measuring approximately 13 cm in overall height, the plaque is an exceptionally substantial multi-piece construction. A richly gilt double-headed eagle dominates the deep translucent red shield, its scepter and orb are separately defined in the claws. A dark blue enameled ribbon encircles the lower field with the full inscription Federal Security Service, all set against a silver-toned shield and surmounted by the gilt hilt of the vertical security-service sword. The reverse retains twin screw fittings for attachment to a desk or presentation mount. Manufacture by Moscow’s Pobeda factory is particularly appropriate to a piece of this caliber: Pobeda has produced state and departmental insignia since the Soviet period and specifically records the FSB among the federal institutions for which it has manufactured insignia and presentation material.
