Original Item – Only One Available. A rare official Federal Security Service of the Russian Federation (FSB) Medal For Participation in a Counter-Terrorism Operation, instituted by FSB Order No. 522 on 4 October 2001 during one of the most operationally intensive periods in the history of the post-Soviet security service. This was not a commemorative decoration: it was an earned operational award for FSB military personnel and civilian employees who took part in, or directly supported, counter-terrorism operations. Under its original regulations, personnel could qualify after at least seven months of conscientious duty in the counter-terrorism operational zone of the North Caucasus, including cumulative deployments, while the time requirement could be waived for service that made a significant contribution to the effectiveness of an operation. The Director of the FSB could also authorize the medal for other Russian citizens who provided active assistance to the security organs. The medal had no classes and no serial numbering, and could be awarded only once, placing it firmly among the FSB’s specific operational distinctions rather than its broader service or anniversary awards.
The brass medal uses the formal heraldic vocabulary of the modern FSB. At center is the Russian double-headed eagle on a red-enameled circular shield, laid over a four-armed cross alternating deep cornflower-blue and white enamel, with crossed unsheathed swords rising behind the composition. The surrounding red-enamel border carries the complete title “For Participation in Counter-Terrorism Operation.” On the reverse, the full institutional designation “Federal Security Service of the Russian Federation” is enclosed by laurel branches. This example bears the Moscow Mint (ММД) hallmark at the base of the reverse, an important identifying feature of the piece. Its original pentagonal suspension retains the prescribed FSB ribbon in cornflower blue with three narrow yellow central stripes, exactly matching the official specification for the decoration.
Within modern Russian state-security collecting, this medal has considerably greater historical weight than a general FSB anniversary badge because its award criteria were tied directly to counter-terrorism operational service and measurable participation in active security operations.
