The service traditionally dates its origins to 20 March 1904, during the Russo-Japanese War, when Pacific Squadron commander Vice-Admiral Stepan Makarov issued Order No. 27 at Port Arthur, directing naval radio operators to monitor enemy transmissions, record intercepted messages and determine the direction of hostile stations, the order now regarded as the beginning of practical Russian military radio intelligence. Radio-electronic intelligence subsequently developed into one of the technical pillars of Soviet and Russian military intelligence, including GRU-controlled and OSNAZ formations. This badge was produced and awarded to servicemen who had served within the field, with an accompanying certificate.
