A scarce regional veteran badge of Russia’s penal and corrections service, issued for the Republic of Kalmykia and bearing the title “Honorary Veteran of the Penal System.” The УИС, or Ugolovno-ispolnitelnaya sistema, is Russia’s penitentiary and sentence-enforcement system. Regional pieces of this type are considerably more specialized than the generic veteran insignia encountered for the wider Russian security services, identifying the wearer with a particular territorial administration and its veteran community.

The badge is an elaborate multi-level composition in gilt and silver-colored metal, centered on the arms of the Republic of Kalmykia and flanked by the Russian tricolor and Kalmyk regional flag. Deep burgundy, turquoise, blue, yellow and green enamel gives the piece an unusually rich appearance, while the surrounding silver-toned wreath and large format give it the character of a senior veteran distinction rather than an ordinary service pin. The reverse retains its original screwpost and circular screwplate; published examples of this specific model are likewise described as brass with screw-back fastening.
